The Concept of "Federalism" in Political and Legal Doctrine of Late Regionalists

Abstract

The proposed study is aimed at reconstructing the semantic meaning of the term "federalism" in the legal and political teaching of representatives of the late regionalism G. I. Zhernavkov and V. P. Vologodsky.

Narrative history method is applied to the work. This epistemological approach helps to decipher and decode the semantic meanings of the terminological apparatus in the history of political and legal doctrines. Since in this article we plan to identify discursive strategies and tactics for presenting the conceptual foundations of legal and political doctrines, we consider it valid to use the tools of hermeneutics.

It is emphasized that at the beginning of the twentieth century, a late regional association was formed, which over the years of its existence since the second half of the 19th century was supplemented by new members– professional lawyers. It was them who brought the federalism discourse into the format of developing models, forms and methods of territorial organization. The changes affected the interpretation of the concept itself, as well as the approaches to the concept of federative system.

The authors conclude that federalism is the basic term for G. I. Zhernavkov's political and legal views. The scientist associated the concept of federative system with union and alliance relations, the republican system, and autonomy. Regional lawyer P. V. Vologodsky developed mainly the zemstvo principle which supports the concepts characteristic of the territorial organization of power.
