Академический бойкот Израиля университетами стран Африки, Азии и Латинской Америки: анализ политико-правового дискурса

Аннотация
Исследование направлено на определение специфики содержательного спектра политико-правового дискурса академических учреждений стран Африки, Азии и Латинской Америки, в центре внимания которого находится академический бойкот Израиля. В статье последовательным образом в контексте событийного анализа раскрывается специфика реагирования университетских сообществ государств данных регионов на события палестино-израильского конфликта 2023-2024 гг. Как показало проведенное исследование, в государствах Африки, Азии и Латинской Америки политико-правовое осмысление бойкота привязано к академической, главным образом университетской среде и за исключением ЮАР не включает представления официальных властей по поводу правомерности и эффективности академического бойкота. В целом диапазон позиций представлен установками на разрыв, приостановку или же, напротив, сохранение академических связей с Израилем. Если официальный уровень политико-правового дискурса академического сектора ЮАР, а также стран Латинской Америки включает все три позиции, то для Индии характерна лишь третья позиция. Помимо этого отсутствуют решения, принимаемые на межправительственном уровне в сфере академического сотрудничества. В связи с этим антиизраильский академический бойкот, в качестве общественного движения имеющий глобальный характер, на уровне институциональных решений не имеет абсолютного характера.
